Processing time spike — monitoring alert

Processing time on UA-001 spiked to 8.4min avg over the last hour — target is <5min. The spike correlates with a batch of non-standard marine cargo claims that came through around 9am. Document Validator is the bottleneck: those claims have atypical field layouts.
Looked at the logs. The marine cargo formats are triggering the fallback path which is 3x slower. Short term: I can add a pre-filter that routes marine cargo to a dedicated prompt. That should recover processing time within the hour. Longer term this needs a proper marine cargo template.

The Canva-MCP compliance flag applies to UA-001 as well — it inherits the same integration. @Simon R. once WF-002 resolves, we need to apply the allowlist approval to both GA-001 and UA-001.
